Executive Biography of Larry Sisco
Larry Sisco, the President and CEO of Norman-Rangel Technical Services, is a Service-Disabled Veteran and has extensive experience in providing consulting expertise for government proposal and capture efforts, with a focus on Training System Acquisition.
Prior to establishing Norman-Rangel Technical Services, Mr. Sisco served as the Program Manager for the Boeing C-17 Aircrew Training System, where he managed the daily operations of training centers in the USAF, UK, RAAF, UAE, Qatar, and India. He worked closely with customers, suppliers, and internal Boeing IPTs to ensure that the C-17 customers worldwide achieved their required training objectives. He also managed multiple teams of System and Software Engineers, Pilots, Loadmasters, courseware, IT, and training device technicians. Mr. Sisco was responsible for all C-17A sites across the U.S. and international centers, including facility design, procurement of site assets, staffing of the site, establishing security and networking infrastructure, and installation and integration of various types of trainers.
Before joining Boeing, Mr. Sisco served in the USAF for over 20 years, gaining valuable experience in both flight line and back shop operations. As a production supervisor, he managed operations and staffing to ensure mission-ready aircraft. He trained and supervised staff in safety and regulatory compliance, obtained materials, maintained equipment, and improved production flow. He also tracked, analyzed, forecasted, and reported on budgets and goals. Additionally, Mr. Sisco worked as an avionics maintenance technician on various aircraft, including the C-5, B-52, KC-135, C-17, C-130, and C-141.
